This position must provide excellent customer service and assist citizens, contractors, builders, and developers requesting permitting information and inquiring about Town services. Under the supervision of the Town Administrator, this position accepts, reviews, and processes a variety of permit applications including building, zoning, development, and other Town applications as required. In addition, this position may be required to perform basic clerical duties such as answering phones, filing, organizing, printing, copying, scanning, taking minutes during public meetings and providing administrative support for all departments.    

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Reviews, assesses and processes all permit applications to ensure information is complete and accurate, tracks applications through plan review process and organizes inspection forms and other permit documents. 

Coordinates with other town staff, 3rd party plan reviewers, and the permit applicants to ensure that the permitting process runs smoothly and efficiently.

Enters all permit applications in designated software, including their status deadlines for submission or renewal, collect and process associated fees of all applications.

Prepares permits and certificates of occupancy for approval.

Maintains and organizes files, either physically or in an electronic database or permitting software.

Responsible for monthly requests and reports as required by the State and other agencies. 

Assist the Planning Department by providing administrative and technical support duties to include but not limited to conducting property research, attending public meetings, assembling information, preparing notification letters and zoning signs; preparing various reports; and other special projects as assigned.

Assist the public by providing information to citizens and the development community on the comprehensive plan, zoning, development policies and related ordinances.

Reviews and accepts annual licenses and regular permit renewals.

Assists in maintaining the Town website (updates permitting pages).

Assist other department heads with administrative tasks when needed. 

Perform other duties as assigned.

 QUALIFICATIONS, KNOWLEDGE, AND SKILLS 

Must be proficient in operating computers, phones, fax, copiers, scanners and other office equipment.

Must have excellent English communication skills, both oral and written, to include spelling, grammar, and punctuation.

Bilingual Preferred (English/Spanish)

Requires the ability to understand and convey a variety of data and information, including ordinances, design standards, and Town zoning maps to assist the public with inquiries.

Proficiency in Microsoft Office (Word, Excel), Adobe, CivicPlus, Laserfiche, and aptitude for learning new software.

Familiarity with building and engineering principles, permitting processes and geographic mapping tools.

Requires ability to perform cash handling procedures, basic mathematical calculations, and principles of customer service.

Requires ability to maintain confidentiality and discretion with sensitive information.

Ability to communicate effectively with diverse groups of people. 

Ability to handle stressful situations and effectively deal with difficult situations.

Adaptability and problem-solving skills to handle varied tasks and inquiries effectively.

Must be able to perform multiple tasks at the same time, adapt to frequent interruptions and changing priorities, and work effectively in a fast-paced environment to meet deadlines. 

Ability to cross train on the day-to-day functions of municipal government.

Ability to notate files and keep accurate timelines; Attention to detail a must.

EDUCATION, EXPERIENCE, AND CERTIFICATIONS

High School Diploma or GED equivalent

Bachelor’s Degree preferred.

1-3 years of previous work experience in an administrative role or in municipal government 

Certification as a Permit Technician Preferred (ICC Certified Permit Tech)

This is a regular full-time position, salary depending on qualifications.
